Downtown Bar Finally Gets a New Face
After seven months, Grumpy’s Tap Room has a sign out front.
Rick Clowes opened Grumpy’s Tap Room in late September, taking over the former Billy Jack’s Burger Shack when the previous tenant’s lease expired.
And while it took just a few weeks for Clowes to get back into the swing of operating a bar and restaurant in Palm Harbor, it took considerably longer for him to put a face on the place.
About a month ago, that all changed, as Grumpy’s finally unveiled a new sign with a familiar face staring back at patrons and passersby.
“A friend of mine named Mike Schobel does caricatures, and in November he was fooling around while over at my house and drew one of me,” Clowes said. “I figured, why not put my ugly face up there and let it shine down on all of Palm Harbor?”
Problems with getting the electronics working properly and other issues delayed the debut of the signature sign, which depicts Clowes holding a couple of frosty beer mugs, but now that it’s in place Clowes is moving forward with other changes to his establishment.
“We’re about to debut a new menu and a new [point of sale] system … and do a little fine-tuning of the place,” said Clowes, who previously operated a Mexican restaurant in the same spot. “We will be taking some items off the menu that weren’t selling as well, and adding a few new items that we hope will do well.”
In addition to the new menu and cash register system, Grumpy’s will soon feature live music six nights a week, up from four, and Clowes hopes to add breakfast and possibly full liquor in the future. He also recently installed a small bar inside.
Amid all the changes, including the addition of the sign, which reflects the fun nature of the bar, Clowes said he is happy in his second go ‘round in the restaurant business.
“Everything has been going great, better than I expected,” he said. “It’s a little different than what I was doing before … but I am enjoying it.”

Looks like the beer prices might be a hit with customers. The last few times I've driven by Grumpy's it's been very busy with a full parking lot and lots of people inside.

Lets break down the article... shall we? Ricks face on the sign is hilarious considering he is so popular in not only Palm Harbor but all of Pinellas county. "Electronic issues" only took six months to correct... maybe he didn't have the money? The new Point of Sale system is probably necessary so the employees keep their hands out of the cigar box. I really don't blame them seeing how none of them have been paid since opening! As for the menu changes something really needs to be done? In closing, things have been better than I expected? Are you freakin kidding me!!! Does he mean he has nine customers instead of eight? In all due respect Mr Brownspot how long can a business survive with even thirty people drinking $1.25 drafts? Summer is coming and I don't see Grumpys survivng!

Hey, Sunde! Don't let the cars in front of Grumpy's fool you. People park there for the pizza place and thirsty Marlin, too. Ron Stagenhorst: You're right. Downtown Palm Harbor is not the way it was in the Gay 90's (1890's , that is) when Peggy's was the Post Office, and the roads were muddy ruts with dogs laying in the middle of them at high noon. It's mostly taverns now and Grumpy's is a welcome and excellent addition to the mix, no matter what the Rick Haters say. Sunde, you DO know if you write about Grumpy's, the haters will crawl out from under their stone bridges and spew their venom, right?

I've driven by the place a few times when the patio is packed as well as the parking spaces, so they must be doing something right. Which might points back to Patrick's comment about cheap beer!

i have eaten there a few times, and its always good before shift change, at night i prefer to stay with nachos or tacos the owners are cooking and at least they cant mess that up, live music is horrible, i dont stay if they have live music..

I have reguarly eaten there and i must say they have great burgers and the place is clean with friendly staff, im not sure who the owners are, but i did see a little old lady who i think might of been a owner yelling at the night bartender.. i think if she stays away the atmosphere would be more comfortable.

And sunde you know that billy Jacks did not move out of town it was forced out! I just really hope somebody doesnt come down to florida and buy grumpys for the ridiculous 375,000 rick is selling it for! I hope they realize they will still have to pay that criminal somewhere around 4,000 a month rent! To any of you mathematicians out there you can never sell enough cheap beer, as you call it, to turn any kind of profit! and then the vicious circle starts again. This isnt ricks first time doing this just a shame so many people let him get away with it!!

I get that the prior regulars liked the Burger Shack. It had a party atmosphere. I went there at first after the prior tenant (Hooker's ?) flopped and they sold out to the Burger Shack folks who must have assumed the Hooker's lease. The burgers were inexpensive as was the beer and the service was okay. I remember one of the people I was sitting with once said about the service, "hey, what do you expect when 20% of a bill doesn't amount to that much?" Over time, the cleanliness of the place started to decline, along with the service. Mainly my experience was outside on the patio. Had to hold my breath when I used the bathroom. The building will never be the Taj Mahal, but those bathrooms were disgusting. Then, I noticed the kitchen wasn't as clean as it once was and became only a beer customer, and only when someone else wanted to go there. In comparison, now when I go there in the daytime, I get terrific service, with an odd laugh. I get good bar type food, the kitchen is clean and the bathroom is clean. Overall, the place is cleaner. Don't know much about evenings there, or the music. Maybe I'll stop in one night.

I've stayed quiet long enough! I am appalled to hear that Rick and Betty have been telling people that we have moved back to Michigan and Code Enforcement played a role in our departure. Think about it... they own the building! Truth is they saw a chance to capitalize on our successful business and presented us with a lease that was freaking laughable! Without dwelling, please know that Billy Jacks Burger Shack is alive and well servicing our customers at 1479 Belcher Road South in Largo ( between east Bay and Ulmerton). After all that they have done to me and my family I would at least expect them to stand on their own merit and stop riding my coattail! Our true friends and loyal customers we see often... Grumpys can have the leftovers!

I do not know the owners of the former Billy Jacks. I do know that the food was good, the place was packed, people were happy, and I always looked forward to wing night and a cold draft beer. Mr Grumpys place is the polar opposite.
